How is it that Israel is allowed to compete in the Eurovision Song Contest when they're not in Europe?

Is it Holocaust guilt? (Most European countries collaborated with the Nazis in the deportation of Jews to the death camps.)

How is it that Israel is allowed to compete in the Eurovision Song Contest when they're not in Europe?
because they are members of the EBU and btw sir kafir Cyprus is not just in the continent of Europe but it joined European union too.but turkey and Armenia you are right,they are not part of Europe
